TITLE:                         Bursar of Federal Programs

REPORTS TO:           Director of Federal Programs

 

JOB GOAL:

To ensure that management support is provided to attain the Office of Federal Programs objectives.

 

SUPERVISORY RESPONSIBILITY:

Students and their learning.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:               Other duties may be assigned.

 

  • Types materials from rough draft and other sources into final form
  • Plans, organizes, and develops standard operating procedures as needed
  • Attends all conferences and meetings as instructed
  • Assists in preparation of workshops presented by director
  • Other duties assigned by Director of Federal Programs
  • Prepares and maintains all requisitions for Title I, Title II and Title VI for public and private schools
  • Ensures all requisitions are coding  to the proper accounts
  • Ensures all requisitions are paid in a timely manner for Title I, Title II and Title VI
  • Provides backup for all requisitions to Purchasing for Title I, Title II and Title VI
  • Submits purchase orders to vendors in a timely manner
  • Tracks all Title I, Title II and Title VI  expenditures
  • Completes all contracts for Title I, Title II and Title VI
  • Maintains a ledger of account for  all Federal Programs accounts, which includes, but not limited to Title I schools, Title II , Title VI, Federal Programs Office, and  all nonpublic schools
  • Works with business manager to establish Chart of Accounts for Title I, II, VI for all schools and departments
  • Reviews all federal programs accounts monthly
  • Maintains  a file of all transfers in Title I, Title II, and Title VI from all public schools and the nonpublic schools
  • Reviews and maintains timesheets for all schools for Title I, Title II and Title VI
  • Reviews and verifies all request for travel for Title I, Title II and Title VI
  • Reviews  all in-district travel paid with Title I, Title II and Title VI
  • Files purchase orders and other records in a prescribed manner
  • Prepares financial reports necessary for Federal Programs
  • Answers telephone

 

QUALIFICATIONS:

  • Post High School Diploma
  • Accounting experience
  • Proficient in computer skills and secretarial skills
  • Proficient in Excel
  • Ability to deal with the public
  • Ability to make rational decisions
  • Good command of the English language
  • Ability to perform job duties under general supervision and specific assignments that are frequently given to assist director
  • Develop and refine own routine necessary to carry work to completion

 

EDUCATION AND EXPERIENCE:

  • LANGUAGE SKILLS

Ability to read and analyze, and interpret general business periodicals professional journals, technical procedures, or governmental regulations;  Ability to write reports, business correspondence, and procedure manuals;  Ability to effectively present information and respond to questions from groups of administrators, staff, and the general public.

 

  • MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume;  Ability to apply concepts of basic algebra and geometry.

 

  • REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions;  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

  • PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit, talk or listen. The employee is occasionally required to stand, walk, reach, bend, and sometime lift up to 25 pounds. Mobility skills are necessary to access a variety of work locations.

 

  • OTHER SKILLS and ABILITIES 

Ability to apply knowledge of current research and theory in specific field;  Ability to establish and maintain effective working relationships with students, staff and the community;  Ability to communicate clearly and concisely both in oral and written form;  Ability to perform duties with awareness of all district requirements and Board of Education policies.

 

  • WORK ENVIRONMENT

The employee will work in an environment adhering to school board policy. This position may require work hours that vary as a result of evening activities or emergencies. In addition, job requirements may require work on weekends, holidays and attendance at meetings.
